There are thousands of learning service providers (LSPs) offering numerous education and training programs throughout the world. But if we look at the scenario then there is no standard guideline to ensure the quality of informal education and for the learners, there is no follow-up mechanism to compare the similar kinds of informal education training programs which are offered by these learning service providers.

Thus to address all these issues, ISO 29990 was prepared by the Technical Committee ISO/TC 232 of International Organisation for Standardisation (ISO) for Learning services outside formal education

The main objectives of ISO/TC 232 are:

• Enhance the service quality in the field of learning
• Protect the rights of learners
• Maximise the LSP’s organisational effectiveness
• Enhance the transparency of learning services
• Reduce the possibility of discrimination and bring down the technical barriers caused by national standards

To raise the quality standards of workplace safety and health (WSH) training and to enhance the oversight of WSH training providers, the Ministry of Manpower (MOM) Singapore has made it compulsory for the training providers to attain the ISO 29990:2010 Learning Service Provider (LSP) Certification.

In Singapore, the ISO 29990:2010 Certification is administered by the Singapore Accreditation Council (SAC) through its certification bodies (CBs) and thus will replace the MOM Accredited Training Providers (ATP) Scheme.

The certification provided by the 29990:2010 LSP certification is valid for three years and LSPs have to undergo an audit at the end of the validity period to get the certification renewed.

These ISO training standards have been adopted by many countries such as Germany, France, Australia, Denmark and Hong Kong and align the training providers to practice international standards for quality professional practice and performance in design, development and delivery of education, training and development.

Moreover, the 29990:2010 LSP certification providers will also have to conform to MOM’s technical notes that stipulate WSH related course requirements like the course duration, prerequisite for training, learning objectives and outcomes, assessment method and criteria etc., to deliver the highest level of quality while remaining relevant to Singapore industries.
