Course Training Duration: 2.5 days (6hrs of practical, 9.5hrs of theory, 5hrs of assessment)

This course has been designed to meet the minimum standard to Manage Work at Height for Supervisors, Assessors or Managers in Singapore, as recommended in the WSH (Work at Heights) Regulations 2013 and the Approved Code of Practice for Working Safely at Height (2011).


The aim of the course is to provide learners with the requisite WAH knowledge to manage work-at-height activities, so that work can be carried out safely. At the end of the course, the learner shall be able to:

  1. Identify, explain and apply the relevant Workplace Safety and Health (WSH) Legislations / Approved Code of Practice / Singapore Standards applicable to Work-at-Heights (WAH)
  2. Identify and explain the Roles & Responsibilities of stakeholders, competent and responsible persons
  3. Identify hazards, evaluate the risk, and implement control measures for WAH activities
  4. Review the necessary fall preventive / protective control measures for safe execution of WAH activities
  5. Establish, evaluate, review and implement a Fall Prevention Plan
  6. Establish and implement a system for an effective monitoring and control of WAH risks
  7. Demonstrate competency in donning, checking and correcting of Individual Fall Protection Equipment and Responding to a fall emergency

Personnel involved in supervision, assessment and/or management of WAH activities


This course requires delegates with WPLN Level 4 and above, or equivalent qualification, and the ability to carry out hazards identification, risk assessment, and risk control measures.


  1. A written test
  2. Practical assessment which includes: Inspecting Personal Fall Protection Equipment • Donning of Full Body Harness • Harness suspension & self-relief techniques • Responding in a Fall Emergency • Transversing using Horizontal Lifeline and etc
The learner must achieve at least a 70% pass rate for the written assessment and 100% for the practical assessment in order to be issued with the certificate of successulf completion.
However, the learner is allowed to make no more than 3 mistakes cumulatively in his full practical assessment.
A Statement of Attainment (SOA) will be issued by SSG for candidates who have been assessed as "Competent".

FUNDING ~ Applicable for Singaporean & Permanent Residents only

1. Skills Development Fund (SDF) Training Grant - Up to 90% subsidy (eligibility criteria apply). Absentee Payroll (AP) approved. (Current funding scheme will end on 31 December 2021. New funding scheme will take effect from 1 January 2022)

*Final grant amount subject to SkillsFuture Singapore Agency (SSG) approval.

Eligibility: The general eligibility criteria are listed as follows:

  • Companies are registered or incorporated in Singapore
  • Supportable cost components (such as Course fees) are fully sponsored by companies
  • Trainees are employees who are either Singapore Citizens or Permanent Residents (PR) of Singapore
  • Trainees have achieved at least 75% attendance and have sat for all examinations if the course leads to certification

NETT Fee payment. Company will pay KBAT the unfunded portion of the course fee. The training grant application submitted by the company is first routed to the training organisation for endorsement, before routing to SSG. Training organisation is responsible to submit the claim to SSG upon course completion. Upon approval of the claim, the course fee funding will be disbursed to the training organisation and Absentee Payroll funding, if applicable, will be disbursed to the company.

2. SkillsFuture Credit. All Singaporeans aged 25 and above can use their $500 SkillsFuture Credit from the government to pay for a wide range of approved skills-related courses. 3. PSEA (Post-Secondary Education Account). All Singaporeans aged 30 and below can use their PSEA from the government to pay for a wide range of approved skills-related courses. Click here for more information.

Safety Development Unit (SDU) points under the Continuing Professional Development Programme

Applicable for Singapore Registered Safety Officers

Upon successful completion of training, WSH Officer can apply for 24 SDU points as part of their Continuing Professional Development (CPD) programme. (CPD Code: CPD/106/A1B/050 WEF 21 Jun 2021 to 31 Dec 2021)
